Interactive Media and Emerging Technologies Division Bylaws
Broadcast Education Association (BEA)
ARTICLE I – NAME

The name of this division is the Interactive Media and Emerging Technologies Division of the Broadcast Education Association (BEA).

ARTICLE II – MISSION

The mission of the Interactive Media and Emerging Technologies Division is to: (1) keep members informed about the latest advances in Interactive Media and Emerging Technologies including hardware, teaching, research and provide a forum for discussion of issues pertinent to technology in electronic and other media; (2) develop understanding of media technologies and the teaching of these technologies through panel discussions and papers presented at the BEA annual convention; (3) promote peer-reviewed scholarship and research through annual faculty juried competitions; (4) encourage faculty and student creative productions through annual juried competitions.

ARTICLE III – OFFICERS

The governing body of the division consists of seven officers: Chair, Vice Chair/Faculty Research Paper Competition Chair, Faculty Interactive Multimedia Competition Chair, Faculty Interactive Multimedia Competition Vice Chair, Student Interactive Multimedia Competition Chair, Student Interactive Multimedia Competition Vice Chair, and the division’s Web Manager. Other officers may be elected, and duties assigned, as determined necessary by the division membership at the annual meeting.

Section 1 – Chair. The Chair is responsible to the Division Representative on the BEA Board. The Chair serves a two-year term. The Vice Chair shall succeed the Chair at the end of the Chair’s two-year term. The duties of the Chair include:

1) overseeing the overall organization of the Interactive Media and Emerging Technologies Division;
2) representing the Interactive Media and Emerging Technologies Division in all BEA convention meetings;
3) chairing the business meeting at the annual BEA convention, including election of officers when scheduled;
4) handling Interactive Media and Emerging Technologies Division business between BEA conventions;
5) serving as panel coordinator, overseeing the evaluation and ranking of panel proposals;
6) authorizing expenditure of Interactive Media and Emerging Technologies Division funds.

Section 2 – Vice Chair and Faculty Research Paper Competition Chair. The Vice Chair serves a two-year term. The Vice Chair is responsible to the Division Chair. The duties of the Vice Chair include:

1) coordinating the annual Faculty Research Paper Competition, including promoting, receiving entries, facilitating judging, presenting winners, and co-chairing the competitive session of the annual convention program with the Student Scriptwriting Competition Chair;
2) serving as the Paper competition representative on the BEA Festival Committee;
3) assuming the Chair’s position at the end of the two year term;
4) representing the Interactive Media and Emerging Technologies Division as needed in absence of the Chair;.

Section 3 – Faculty Interactive Multimedia Competition Chair. The Faculty Interactive Multimedia Competition Chair is responsible to the Division Chair. The Faculty Interactive Multimedia Competition Chair serves a one-year term. The duties of this coordinator include:

1) coordinating the annual Faculty Interactive Multimedia Competition, including promoting, receiving entries, facilitating judging, presenting winners, chairing the competitive session of the annual convention program;
2) serving as the Faculty Interactive Multimedia Competition representative on the BEA Festival Committee.

Section 4 – Faculty Interactive Multimedia Competition Vice Chair. The Faculty Interactive Multimedia Competition Vice Chair is responsible to the Faculty IMM Competition Chair. Faculty Interactive Multimedia Competition Vice Chair serves a one-year term. The duties of this coordinator include:

1) assist in coordinating the annual Faculty Interactive Multimedia Competition, including promoting, receiving entries, facilitating judging, presenting winners, chairing the competitive session of the annual convention program;
2) serving as the Faculty Interactive Multimedia Competition Chair after the one year term as Vice-Chair.

Section 5 – Student Interactive Multimedia Competition Chair. The Student Interactive Multimedia Competition Chair is responsible to the Division Chair. The Student Interactive Multimedia Competition Chair serves a one-year term. The duties of this coordinator include:

1) coordinating the annual Student Interactive Multimedia Competition, including promoting, receiving entries, facilitating judging, presenting winners, chairing the competitive session of the annual convention program;
2) serving as the Student Interactive Multimedia Competition representative on the BEA Festival Committee.

Section 6 – Student Interactive Multimedia Competition Vice-Chair. The Student Interactive Multimedia Competition Chair is responsible to the Student IMM Competition Chair. The Student Interactive Multimedia Competition Vice Chair serves a one-year term. The duties of this coordinator include:

1) assist in coordinating the annual Student Interactive Multimedia Competition, including promoting, receiving entries, facilitating judging, presenting winners, co-chairing the competitive session of the annual convention program;
2) serving as the Student Interactive Multimedia Competition Chair after the one year term as Vice-Chair.

Section 7 – Web Manager. The Web Manager is responsible to the Division Chair. The Web Manager serves one-year term. The duties of this position include:

1) writing or editing all materials for the website;
2) hosting the site on the web manager’s university server or other appropriate forum;
3) publishing, maintaining, and regularly updating the site;
representing the Interactive Media and Emerging Technologies Division as needed in the absence of the Chair and Vice Chairs.

Section 8 – Procedures for Election of Officers. Division Chair and Vice Chair are normally elected to two-year terms in odd-numbered years. Elections may be held in even-numbered years if deemed necessary by the Interactive Media and Emerging Technologies Division membership and/or if an officer is unable to complete a term. Faculty and Student Interactive Multimedia Competition Vice Chairs are elected yearly unless the membership votes to extend a the term of the competition chair for a second year.

Paid members of the Interactive Media and Emerging Technologies Division are eligible to vote for officers at the annual meeting. Normally, the Vice Chair succeeds the Chair at the convention in odd-numbered years, so the positions of Chair is not open for election. Nominations for each vacant position may be made in advance of the convention, and may also be made from the floor at the annual business meeting. After nominations are closed at the meeting, the candidate getting the most votes of division members who are present and voting is elected to the office for each vacant position.

ARTICLE IV – COMPETITIONS

The Communications Technology Division sponsors three competitions, (1) The Faculty Research Paper Competition accepts scholarly articles relating to the influence of use of technology in media. The Vice Chair coordinates this contest with all published guidelines and deadlines. (2) The BEA Festival Faculty Interactive Multimedia Competition accepts interactive creative projects for online and fixed media. The Faculty Interactive Multimedia Competition Chair runs this competition according to all published guidelines and deadlines. (3) The BEA Festival Student Interactive Multimedia Competition accepts interactive creative projects for online and fixed media. The Student Interactive Multimedia Competition Chair manages this competition in accordance with all published guidelines and deadlines.

 

ARTICLE V – NEWSLETTER

The newsletter may be published during the year. The Newsletter Committee may be selected and is responsible for writing, editing, publishing, and distributing the letter, either in electronic or printed form, or both. Publishing and mailing costs for the newsletter may be paid from Interactive Media and Emerging TechnologiesDivision funds; however, the Newsletter Committee Chair/Editor’s institution may pay for some or all costs as a means of supporting the division.

ARTICLE VI – DIVISION PANELS

Panel proposals are submitted to the Chair of the Interactive Media and Emerging Technologies Division by the deadline established by the BEA. Both members and nonmembers of the BEA may submit panel proposals with the understanding that all panel members plan to attend the BEA annual convention. The Chair coordinates the rank ordering of the proposals. The Chair submits the rank-ordered panels to the convention coordinator by the established deadline. Upon receipt of the final recommendation of the Convention Coordinator, the Chair notifies the panel conveners of the decision regarding their proposals.

ARTICLE VII – BYLAW CHANGES

Interactive Media and Emerging Technologies Division members may propose bylaw changes in advance of the convention and also from the floor at the annual business meeting. Proposed changes are made in the form of a motion and require a second. Motions may be discussed prior to the meeting (e.g., via e-mail) and are also discussed at the meeting (if seconded). When discussion is closed at the meeting, a vote is taken. To pass, a proposed bylaw change must receive a majority of votes from the division members who are present and voting at the annual meeting.
