Bylaws of the Research Division of the BEA

ARTICLE I – Name:  The name of this division shall be the Research Division.

ARTICLE II – Purpose:  The purpose of this division shall be:  the improvement of teaching broadcast research, the fostering of research in all aspects of broadcasting and electronic media, and the networking of faculty and professionals interested in researching broadcasting and electronic media.  To this end, the Research Division shall provide the following:

1)  A forum for
a) The exchange of teaching techniques and materials.
b) The presentation of juried and non-juried scholarly research.

2)      A means of evaluation through juried competition of scholarly research.

ARTICLE III – Officers:  The governing body of the Division shall be  called the Executive Committee and shall consist of: a chair, a vice chair of the paper competition, a co-chair of the newsletter, and a co-chair of the website.  The chair shall be the senior coordinating officer on the Executive Committee with the vice chair and all co-chairs having an equal, but subordinate rank.  All members of the Executive Committee must be members of the Research Division.  Student members may not be elected or appointed to chair or vice chair.

Section 1 – Chair:  The vice chair shall succeed the chair to a two-year term.  When the vice chair cannot succeed the chair, a member of the Research Division will be elected to a 1-2 year appointment.  The duties of the chair shall include:
1)      Representing the Research Division in all BEA convention meetings.
2)      Chairing the Business Meeting at the annual BEA convention.
3)      Handling Research Division business in the interim between BEA conventions.
4)      Serving as panel coordinator, overseeing the Executive Committee’s evaluation and ranking of panel proposals.
5)      Coordinating the Division’s involvement in the NAB/BEA Undergraduate Research Track Initiative, and
6)     Authorizing expenditure of Research Division funds.

Section 2 – Vice Chair and Co-Chair for the Paper Competition:  The co-chair for the newsletter shall succeed the vice chair to a two-year term.  When the co-chair for the newsletter cannot succeed the vice chair, a member of the Research Division will be elected to a 1-2 year appointment.  Duties of the vice chair shall include;

1)      Representing the International Division in all BEA convention meetings in absence of the chair, or as designated by the chair.
2)      Assisting the chair during the business meeting at the annual BEA convention.
3)      Assisting the chair in the handling Division business in the interim between BEA conventions.
4)      Assisting the chair in serving as panel coordinator, overseeing the Executive Committee’s evaluation and ranking of panel proposals, and
5)      Assuming the chair’s position at the end of the two-year term.

Section 3 – Co-Chair for the Newsletter and Website:  The co-chair for the newsletter and website shall be elected to a two-year appointment from the Research Division membership.  The duties of the office shall include:

1)      Writing or editing all copy to go in the newsletter.
2)      Preparing, publishing, and distributing the newsletter to Research Division members, and,
3)      Managing the division website or supervising an appointed division webmaster.

Section 4 – Procedures for Election of Officers:  Nominations will be taken from the floor for each vacant position at the business meeting at the annual BEA convention.  Normally, the vice chair moves into the chair’s position at the end of the two-year term.  Normally, the newsletter and webmaster chair moves onto the vice chair’s position at the end of the two-yar term.  Exceptions include situations where the newsletter chair is a student member; when officers of lower positions step out or are removed; and other unique circumstances.  Therefore, many positions are generally not open for election.  After nominations are closed, the candidate getting the most votes of the members, who are present and voting, will be elected to the office for each vacant position.

ARTICLE IV – Newsletter:  The newsletter shall be published at least two times per year.  The first issue of the year shall be published in early Fall, the second in early Spring.  Writing, editing, publishing, and distributing the newsletter shall be the responsibility of the co-chair for the newsletter and website.  Publishing and mailing costs of the newsletter staff shall come from Research Division funds.  If such funds are not enough to cover the costs, responsibility for the costs shall be borne equally by the chair, the vice chair and the newsletter/website chair.

ARTICLE V – Website:  The website shall contain newsletter information, calls for competition, information from the officers, informative links, and other date of a similar nature.  Developing, publishing, providing content, and maintaining the website shall be the responsibility of the co-chair for the newsletter and the website.  The Research Division may appoint a webmaster to assist the newsletter co-chair with the site.  Reasonable costs incurred relating to the website (such as domain name registration) shall come from Research Division Funds.  If such funds are not enough to cover the costs, responsibility for the costs shall be borne equally by the chair, the vice chair and the newsletter/website chair.

ARTICLE VI – Research In Progress Competition:  The purpose if the research in progress competition shall be to provide a juried evaluation of graduate work.  The competition shall be open to both members and nonmembers of the BEA.  However, all competition winners shall be required to attend the convention or their work will not have officially been presented at conference.  The competition shall follow the BEA guidelines, and shall consist of works whose first or sole author is a graduate student.  Works should have an introduction, review of pertinent literature, delineated research questions and/or hypotheses, and a basic proposed method.  Data for RIP submissions should not have been gathered or analyzed.  The responsibility for operating the competition shall fall to the vice chair and co-chair for the paper competition, but the process may be assigned to a volunteer from the division.  There shall be at least five university judges for the competition.  The deadline for entry shall be based on the deadline determined by BEA national.  Winners shall be notified by February 15.

ARTICLE VII – New Faculty Research Grant Competition:  The purpose of the new faculty research grant competition shall be to provide a juried evaluation of junior faculty research projects.  The competition shall be open to both members an nonmembers of the BEA.  The competition shall follow the BEA guidelines, and submissions shall consist of application packets outlining the faculty member’s research and teaching credentials.  The responsibility for operating the competition shall ball to the chair, but the process may be assigned to a volunteer from the division.  There shall be at least five judges for the competition – three from academic institutions and two from the broadcast industry.  The deadline for entry shall be based on the deadline determined by BEA national.  Winners shall be notified by February 15.

ARTICLE VIII – NAB/BEA Effort to Promote Undergraduate Media Research Programs:  The BEA Research Division is committed to supporting the BEA/NAB effort to promote undergraduate media research programs.

ARTICLE IX – Paper Competitions:  The purpose of the paper competition shall be to provide a juried evaluation of faculty work.  The competition shall be open to both members and nonmembers of the BEA.  However, all competition winners shall be required to attend the convention or forfeit their award.  The paper competition shall follow the BEA guidelines, and shall consist of both open and debut categories.  Both the debut and open competitions shall have a cash award for first place and second place.  The open competition shall be available to anyone who would like to submit a paper.  The responsibility for operating the competition shall fall to the vice chair and co-chair for the paper competition, but funding for the awards shall come from the BEA.  There shall be at least five university judges for the competition.  The deadline for entry shall be based on the deadline determined by BEA national.  Winners shall be notified by February 15.

ARTICLE X – Division Panels.  Panel proposals shall be submitted to the chair by national deadline.  Both members and nonmembers of the BEA are eligible to submit panel proposals with the understanding that all panel members are planning to attend the BEA annual convention.  The chair shall then forward copies of the proposals to the other members of the Executive Committee, and shall coordinate the rank ordering of the proposals.  The chair shall then submit the final panels in rank order to the convention coordinator by September 1.  Upon receipt of the final recommendation of the convention coordinator, the chair shall notify the panel conveners of the decision regarding their proposals.
